Julie A. Simer, Esq.

Julie A. Simer, has an extensive and successful record representing hospitals, health systems, independent practice associations, laboratories, ambulatory surgery centers, and medical groups to create legally-compliant business structures.   She has also successfully represented clients in litigation involving managed care reimbursement. Ms. Simer has served as an adjunct professor for a law school health law class and a judge pro tem for a state superior court.

Ms. Simer’s experience is statewide and national. In California, she has successfully represented two of the state’s largest health systems, and she formerly served as in-house counsel for another national health system.   She also serves as counsel to a local health system and two independent hospitals.

Ms. Simer has helped clients: revise charity policies, design self-pay reimbursement systems, prepare business associate agreements and notices of privacy practices, resolve data breach issues, revise managed care contracts presented by health plans, prepare medical directorship agreements, review on-call agreements, collect unpaid physician recruitment loans, develop compliance programs,  and provide compliance training for executives and boards of directors.

Memberships
Ms. Simer serves on the Orange Coast College Foundation Board of Directors and was appointed Vice Chair of Educational Programs for the Accountable Care Organizations Task Force of the American Health Lawyers Association. She is also a member of the California Society for Healthcare Attorneys, the Healthcare Financial Management Association, and the Health Care Compliance Association. Ms. Simer is the former Chair of the Health Law Committee of the State Bar of California’s Business Law Section.

Education

Ms. Simer obtained her Juris Doctor degree with honors from Drake University Law School in Des Moines, Iowa. She received a Bachelor of Science degree with high honors from the University of Illinois.
